According to a recent report, taxpayers in Wisconsin are paying millions of dollars for students who no longer attend public schools.
The report on so-called “Ghost Students” was made available by the Wisconsin Institute for Law and Liberty.
Ghost Students are students who no longer attend a local public school but are still included in the state’s rolling average enrollment charts over the past three years.
According to WILL, that group includes nearly 20,000 students and costs $360 million annually.
Wisconsin has a hold-harmless provision in its state law to protect public schools from sudden enrollment drops and pays for them on a per-student basis.
The report by WILL recommends getting rid of that system.
