There are misdemeanor disorderly conduct charges against a Milwaukee man seen on video holding a man by his neck.
The video went viral this week because the suspect is white and the other man is black.
The suspect says he was holding-on to the man because he thought the man had stolen a bike from a neighbor just a few days earlier.
The suspect is due in court next week.
