The Wisconsin Department of Natural Resources says wildlife officials from three states have issued 29 citations for poaching and over-harvesting spawning whitefish.
The investigation into activities on the Menominee River along the Wisconsin-Michigan border started three years ago.
11 of the people who were cited were from Illinois, with one from Wisconsin, and one from Michigan.
Investigators seized 91 whitefish.
The offenders were cited for exceeding the daily bag limit, intentionally snagging fish, and failing to release foul-hooked fish.
