The Wausau Ethics Board has closed the book on the complaint against city council member Deb Ryan.
The investigation determined that Ryan did try to interfere with William Harris’ employment, but her comments didn’t violate the code as it is written because she didn’t have the backing of the city council.
Board member Robyn DeVos released the findings Monday after an investigation lasting several weeks.
DeVos said there was no question that Ryan made threatening statements aimed at Harris and other employees at Wisconsin Judicare.
The case could result in a rule change.
