Legislative Republicans want to sit on a budget surplus estimated at four billion dollars, then use it to provide tax relief.
Evers is up for election in November but he denies his proposals are simply an election-year gimmick.
The governor wants to spend $1.5 billion on caregiver and child care credits in addition to the refunds.
