
A 54-year-old Manitowoc woman who was arrested on Child Abuse charges in 2019 is now suing four people involved in her case.
Kimberly A. Howell claims that Detective Dave McCue with the Manitowoc Police Department and Social Worker Brianna Zipperer pulled two of her disabled grandchildren out of class to “interrogate them without support of staff or family”, and that they violated her 4th Amendment rights by “coming to my private residence and seizing my granddaughter”.
Other defendants named in the suit include Stephanie Will, a Child Protective Services Worker, and Corporate Counsel Peter Conrad. Howell stated that the charges against her are false, and that there was no probable cause for her arrest.
In her claim, Howell included a Child Protective Services report, which showed unsubstantiated claims of abuse in the past, and that the children were not in any danger at the time.
Howell stated in one of the four claims she filed that she is looking for over $3 million in punitive damages.
Since this is an ongoing court case, Manitowoc City Attorney Kathleen McDaniel could not comment on the issue.
