
Police in Grand Chute has arrested a 51-year-old man who has been linked to an Outagamie County kidnapping from 2000.
John E.W. Carter has been charged with First Degree Sexual Assault and Kidnapping with Use of a Dangerous Weapon.
The kidnapping and sexual assault took place near the Fox River Mall on February 12th, 2000, with the victim only identified as a 16-year-old girl.
The victim was leaving the building at around 8:40 PM, when Carter reportedly made her get into her vehicle and drove her to a nearby location where he assaulted her.
Carter had fled the scene, but DNA evidence was collected.
The DNA was also linked to a sexual assault case in Janesville, but it took until recently for the evidence to be enough to charge Carter.
He is being held in the Outagamie County Jail on a $1 million cash bond, with his next court date scheduled for May 6th.
