A man wrongfully convicted in a 1995 homicide is asking for the maximum $25,000 compensation from the state.
The Wisconsin Claims Board is considering the award for Sam Hadaway.
D-N-A testing connected the death of Jessica Payne to serial killer Walter Ellis in 2002.
Hadaway had been convicted of attempted robbery in the case.
A friend, Chaunte Ott, was found guilty of killing Payne.
Ott was freed from prison in 2009 and prosecutors dropped their case against Hadaway nine years after that.
