
The family of Army veteran Vance Perry says the staff at Madison’s V-A Hospital was aware of his mental condition and should have made sure he got into a cab two years ago.
Perry was found frozen to death in a downtown parking garage in December 2018.
The federal government has agreed to a $1 million settlement with the family.
That settlement doesn’t include an admission of guilt or liability by the federal government.
The 57-year-old Perry had been discharged from the V-A Hospital the night he died.
He failed to get into the cab that had been called for him.
