A young child called 911 over the weekend, and her mother was arrested for neglect.
Officers were dispatched to the area of South 15th and Wolmer Streets in Manitowoc on Sunday (March 21st) on a report of a 911 hang-up.
Dispatch informed the officers that they received multiple calls from a young child, and heard another child crying in the background. When officers were finally able to locate the exact home, the children’s mother answered the door.
The 19-year-old woman allowed the officers inside, where they found some cat urine soaked bags of clothes, two soiled mattresses covered in dried feces, soiled diapers, and feces smeared on the bathroom wall.
The children in the home were taken into temporary physical custody by the Department of Health Services, and the woman was arrested on two counts of Child Neglect.
