A court-ordered monitor reports the situation at the state’s juvenile prisons has been made worse by the coronavirus pandemic.
Exhausted guards are said to be more likely to restrain inmates at the Lincoln Hills School for Boys and Copper Lake School for Girls.
The monitor says inmates aren’t receiving enough programming and staff members fear for their safety.
The Wisconsin Legislature passed a law requiring the campuses to be shut down by July, but government leaders say that deadline will be missed – and there is no firm timeline for building replacement facilities for the young inmates.
