Bail is set at $7500 recognizance bond for a 22-year-old Manitowoc woman facing multiple charges after authorities responded to a residence for two children who had been in distress.
Krista L. Kelly is charged with two felony counts of Child Neglect, A Felony Count of Battery to Law Enforcement and Misdemeanor Counts of Resisting Arrest along with Possession of Marijuana and Drug Paraphernalia.
Police arrived at her home Friday morning and found the two children in a “filthy bedroom” that included strewn items covering the floor and boxes stacked several feet high. A second room deemed in “deplorable condition” contained a partially smoked marijuana cigarette, a bong on the floor and numerous loose pills in a purse and wallet.
Police add the kitchen, bathroom and living room were in “unlivable” condition and Kelly kicked one of the officers while they were taking her into custody. Conditions of bail include that Kelly have “no contact” with the children unless authorized by the Department of Human Services, maintain “absolute sobriety” and report to MPD for photos and prints upon release.
She remains in the County Jail on a Probation Hold and her initial appearance is scheduled for January 11th at 1:30 PM.
