The Manitowoc County Board of Supervisors passed an ordinance that would require all law enforcement entities in the County to adopt a use-of-force policy at their meeting on Tuesday.
This ordinance prohibits the excessive use of force against any peaceful protesters by the Sheriff’s Deputies.
It also states that the County will enforce a policy that follows state and local laws that bar entrance to or the leaving of any area where a non-violent protest or demonstration is taking place in the name of civil rights.
The only Supervisor to vote against the ordinance was Don Zimmer, who said the barring of entrance or exit of protesters from public spaces could lead to injury or discomfort for bystanders.
This ordinance also allows the County to apply for state grants through the Federal Community Development Block Grant Program for Economic Development.
