Clintonville Police say they were talking to a woman Sunday night at a gas station when she reached into her pocket and bags of heroin started falling out on the ground.
Officers had been called to the location by a clerk who said she appeared to be intoxicated.
Police say they recovered 28 bags containing the drug.
The name of the 47-year-old suspect from Minocqua hasn’t been released, but she was arrested and taken to the Waupaca County Jail.
A child who was with the woman was turned over to a responsible adult.
