
Bail was set yesterday at $12,500 cash for a 35-year-old St. Nazianz man facing several child-sex related charges.
Paul D. Otto is charged with Using a Computer to facilitate a sex crime-Child enticement and contributing to the Delinquency of a Minor.
Police say the investigation began in June when the grandmother of a runaway juvenile girl told them that she had been having “inappropriate” discussions and sending nude photos to adult men via her cell phone. A subsequent search of the phone uncovered digital evidence of child pornography along with numerous sexual social media conversations consisting of child enticement tied to Otto.
Detectives with the Manitowoc Police Department working in an undercover capacity used the girl’s social media accounts to communicate with Otto who agreed to meet the minor female for “sexual activity” on Monday. Officers arrived at the “undisclosed location” where they took him into custody without incident.
Conditions of bail are that Otto have “no contact” with the victim or anyone under the age of 18-not use or possess any internet enabled device and provide photos and prints to the Manitowoc Police Department within 48 hours of release or 72 hours if incarcerated.
Otto remains in the County Jail with his initial appearance scheduled for August 10th at 1:30.
