
In one of the more lively debates since before Covid-19 sent the meetings to Zoom, the Manitowoc Common Council met last night to discuss among other issues, an ordinance requiring face covering to be worn at all times in all city operated facilities.
According to District 8 Alderman Bill Schlei, after nearly 45 minutes of debate, the council voted 7 to 2 in favor of the ordinance which requires the wearing of masks in all city buildings and properties.
The only exceptions listed were when employees were working outdoors, in an office with a closed door or in a situation where all parties were socially distanced at least six feet apart. Also children under 2 are exempt from the ordinance.
Also on the agenda was a vote to fill the 7th district Aldermanic seat vacated when Alderman Todd Lotz stepped down last month because he was moving outside the district.
Aaron Bailey was elected to fill the slot by a unanimous vote until the end of the current term in April of 2021. Bailey was sworn-in by City Clerk Deborah Neuser.
The 37 year old is an 11 year resident of the city, and made history by becoming the first African-American member of the council and, in fact, the first person of color to ever serve on the council.
Bailey said he was “honored to accept the position and planned to be active in representing his constituency” as an alderman.
