Members of the Milwaukee Public School Board have approved a three-phase plan to reopen schools for the fall term.
The first phase will have instruction entirely online, with no students present inside district buildings.
Phase two would be a combination of virtual and in-person learning, then phase three would have all students returning to the classroom as soon as it is safe.
Officials estimate providing personal protective equipment and spreading out seating on buses and in classrooms could cost an extra $90 million.
