A new report says most stop and frisk encounters in Milwaukee do not turn-up a weapon or drugs. The report from the Crime and Justice Institute says Milwaukee Police are not living up to a settlement agreement that deals with traffic stops and stop and frisk encounters. The report says 80-percent of stop and frisks are not justified. Milwaukee Police Chief Alfonso Morales says his department is working on making changes but said those changes take time.
