Bail is set at $200 cash for a 26-year-old Manitowoc man charged with OWI-Third offense with a child under the age of 16 enhancer.
Sou Xiong was taken into custody early Sunday morning after police responded to a driver passed out in a car up on a curb in the 1900 block of South 23rd Street. Officers say that they found two children under the age of six unbelted in the back seat and Xiong slumped over the wheel unconscious.
Besides his two prior OWI’s in Wisconsin, Xiong has two additional OWI convictions in Minnesota.
Conditions of bail are that Xiong maintains absolute sobriety from drugs and alcohol and “not” operate a motor vehicle. His initial appearance is scheduled for next Monday at 1:30.
