The Port of Milwaukee blames unprecedented conditions for shutting down its operations last weekend.
Near-record Lake Michigan water levels combined with 50 mile-an-hour wind gusts and 15-feet high waves to cause extensive flood damage.
Some locations on Jones Island were covered by three feet of water.
Ships scheduled to arrive over the next few days had already been delayed and tenants at the port suspended operations Saturday.
All roads are said to be flooded and there is no timetable for activities to resume.
