
A 26-year-old Manitowoc woman charged in the death of her stepfather in 2018 will be institutionalized for the rest of her life.
Felicia M. Kuehnl appeared in Manitowoc County Circuit Court this morning for a commitment hearing where the court had the option of either issuing a “Lifetime Order” to be spent in an institution or giving her a “court-ordered conditional release.”
Kuehnl pled “no contest” and not guilty by reason of mental disease or defect last month on the charge of first-degree intentional homicide in the shooting death of Randy Loze. In April 2018, authorities found Loze dead with a gunshot wound to his head at his southside residence. Kuehnl led authorities on a high-speed chase and was apprehended a short time later.
Additional charges of recklessly endangering safety and fleeing an officer were dismissed but read into sentencing.
She has been transferred over to the Department of Human Services where they will determine and approve where Kuehnl will be transported. No official date or timetable has been given.
