Wisconsin liberals are challenging a long-standing U-S Census Bureau policy of counting prison inmates as residents of the community where they are incarcerated. That means the poorest neighborhoods in Milwaukee are allegedly being undercounted because the rate of their residents in jail is one of the highest in the nation. The people challenging the policy say that means predominantly black areas are hurt because their political representation is impacting. This dispute is also part of the fight over partisan redistricting.
