– Richland Center Police Chief Lucas Clements is pleading not guilty to sexual assault and theft charges. Attorneys for Clements entered the not guilty pleas this morning in Richland County Court (Friday). Clements is accused of repeatedly groping a female bartender while drunk and stealing money from her tip jar in June. The judge ordered Clements to not to drink alcohol, enter any bars or have contact with the alleged victim. Chief Clements was placed on administrative leave when the investigation started last summer. Bond was set at five-thousand dollars.
