The Wisconsin Public Service Commission has given unanimous approval for construction of the contested Cardinal-Hickory Creek power line project. Approval is still pending from federal and Iowa state regulators. The half-billion-dollar power line will run from Dubuque to Middleton. Opponents say it will deliver little renewable energy, will damage conservation areas and will result in minimal savings for ratepayers.
