Republican sponsors say a bill to make it tougher to build new projects on campuses in the University of Wisconsin System will be introduced in the next two weeks. The legislation backed by Representative Dave Murphy and Senator Andre Jacque would require students to vote in support for two successive referendums. Now, they have to vote only once. Student leaders say the change would make it hard to new structures subsidized by student fees.
