Witnesses at a park in Whitefish Bay tell police a man who turned out to be a registered sex offender was approaching children. Fifty-six-year-old Raymond M. Hoelzer allegedly asked two children to look at a photo of a Disney character on his cell phone Wednesday morning. Hoelzer walked away when one child felt uncomfortable and started dialing 9-1-1. He is wanted for violating the Whitefish Bay sex offender ordinance.
