The Milwaukee Police Department is being sued for the arrest of two spectators at a memorial site in August 2016. Police had ordered a crowd at the memorial for Sylville Smith to disperse. Smith had been fatally shot by police earlier the same year. The American Civil Liberties Union says the arrests of Jarrett English and Benetria McGowan were unlawful because the two weren’t part of the crowd. McGowan was said to be on her way to work when she stopped to pray for peace and English was just watching the crowd.
