Update 11:00 a.m.
As of 11 a.m. the standoff is over, outcome uncertain. Law-enforcement is securing the scene and plan a media briefing later

Update 10:45 a.m.
Around 10:15 a.m. the armored vehicle once again moved in on the residence. Three loud reports could be heard, believed to be flash grenades, other law-enforcement took a position directly across from the residence with weapons drawn.

Update 9:30 a.m.
Manitowoc fire department arrived on the scene shortly before 9 a.m. and took up a position about a half-block away. At 9 o’clock law enforcement moved bystanders and media farther back from the police tape and an armored vehicle approached the residence for a second time, this time with the K9 Unit as part of the assault team. At 9:18 the armored vehicle returned to position on the street in front of the residence.
The scene is still active and citizens should avoid the area.

Update 7:50 a.m.
The Manitowoc Police Department has released some information on the active situation on the south side of the city. A woman was at the police station reporting threats that her ex-boyfriend was making towards her. While there, she received a phone call stating that her ex-boyfriend had possibly thrown some sort of flammable/explosive device in front of her residence on Raton Court. He is believed to be barricaded inside the residence on the 1000 block of S. 25th Street.
The scene is still active and citizens should avoid the area. Anyone with information about the incident is asked to call Manitowoc Police at 920-686-6551 or Crime Stoppers at 920-683-4466.

Initial Report 6:00 a.m.
Officials are asking the public to avoid the area near the 1000 block of S. 25th Street in the city of Manitowoc. Multiple county officials are on the scene in an active situation.
The Brown-Outagamie and Manitowoc County bomb squad have been on the scene with robotic units to assist in the investigation. Authorities have not evacuated residents in the area but have asked residents to stay in their homes for their safety.
