The 35 year old Appleton man accused of killing 51 year old Richard Miller and his 19 year old daughter Jocelyn will be undergoing a competency exam. The exam comes after Karl M. Hess pleaded not guilty by reason of mental disease or defect. The test will determine if Hess is mentally fit and capable enough of understanding the crime, and the future proceedings within the courtroom. Hess is facing charges after he allegedly went to the Miller’s home in the 3900 block of Dale Street back in September, and killer the father and daughter. If he is convicted, Hess would likely spend the remainder of his life in prison.
