
Karl M. Hess
On September 9th, 2018, the Manitowoc Police Department began investigating the double homicide deaths of Richard and Jocelyn Miller. They recently released a video to the media, showing the suspect and his vehicle. Information from the release of the video led investigators to the suspect who has been identified as Karl M. Hess, a 35-year-old from Appleton, WI.
The investigation into the double homicide began On September 9th, 2018. Initial investigation at the residence indicated that the victims or the residence, were the intended target, and no one else in the neighborhood was at risk.
Hess was transported to the Manitowoc County Jail where he was held on two counts of 1st Degree Intentional Homicide. His bail hearing will be held on March 28th at 12:45 pm.
Investigators are working on additional follow up. Due to this still being an open case, some details were not released at the press conference.
