Green Bay police report more than two dozen cars have been stolen already in 2019 and, in many cases, the thief behind the wheel is middle-school aged. One 12-year-old suspect is suspected of stealing five cars. Police Chief Andrew Smith has been pushing for a city ordinance which would include a fine for anyone leaving their car unlocked with the keys inside. Despite the growing problem, members of the Green Bay City Council rejected the idea.
