Bail was set at $5000 cash for a 21-year-old Manitowoc man facing several new drug-related charges. Emahd Brown-Payne is charged with possession of methamphetamine and drug paraphernalia as well as two counts of felony bail jumping. Meanwhile, 27-year-old Octavius Aron who’s charged with possession of methamphetamine refused to appear for his bail hearing and remains in the County Jail. A Manitowoc Police Officer was driving on Hamilton Street early this morning when he spotted a disabled vehicle in a snow bank. Once freed the police report stated that two men were “acting suspicious” and were asked to exit the vehicle. A subsequent search revealed a baggie containing a white substance, a wooden smoking device, and methamphetamine. Brown-Payne remains in custody as bail totaling $4600 cash was continued on three separate cases. No future court dates were provided for either defendant.
