Dad Charged Accused of Leaving Children In Car During 20-Below Wind Chill Conditions

A Milwaukee father could face prison time for leaving his two children in the family car during dangerously-cold weather conditions.  Joshua Dijante Phillips told investigators he was in an “emergency meeting” with his boss.  The wind chill factor was 20-degrees below zero.  A woman heard the two children yelling and decided to bring them inside.  The car wasn’t running and its doors were unlocked.
