Staffing vacancies at the Wisconsin Department of Corrections are blamed for the payment of 50-million dollars in overtime pay last year. That’s seven-million dollars more than the state paid in 2016. Nearly 700 correctional officer positions were vacant last year. That’s about 15 percent of the total staff. A Wisconsin unemployment rate of below three-percent makes it difficult to fill the openings, according to a department spokesperson.
