Bail is set at $1500 cash for a 24-year-old Manitowoc man facing several charges in connection to multiple break-ins into a city home. Ryan J. Packer is charged with three counts of felony bail jumping and one count each of theft—possession of a narcotic drug—possession of a controlled substance and possession of an illegally obtained prescription. Police responded to a residence in the 2600 block of South 21st Street about 3:20 pm New Year’s Eve after Packer’s sister said he broke into the home and stole items from his mother. After being issued a recognizance bond and sent on his way—police were called a second time, around 1 am New Year’s morning. Packer had broken in again and stole his mother’s safe which contained narcotics. He was then taken into custody. Conditions of bail include that Packer have “no contact” with the residence—possess no controlled substance—maintain absolute sobriety—provide the court with an address and report to the Police Department for photos and prints within 24 hours of release. He remains in the County Jail with his initial appearance scheduled for next Monday at 1:30.
