A report released Wednesday finds nearly 24-thousand people are being held in Wisconsin state prisons — and that sets a new record. The numbers from 2017 are up two-point-three percent from the year before. The Wisconsin Policy Forum report projects growth of five-point-seven percent in the number of people behind bars by 2021. The Department of Corrections is asking for a budget increase of 149-million dollars to handle the growth.
