Election officials in both Madison and Milwaukee say early voting has already set records and the pace is expected to continue. More than 22-thousand early ballots have been submitted in Madison, 154 percent more than during the 2014 mid-term election. Some rule changes have made it easier for people to cast early ballots. More than 19,500 early ballots have been cast in Milwaukee already, 27 percent more than the 2014 figure.
