Lawyers for the former commander at the Milwaukee County Jail have asked for a competency test to see if she can proceed to trial. Forty-eight-year-old Nancy Evans is charged with misconduct in office and obstructing an officer in the case involving the death of an inmate. Evans was set to go to trial next Monday. Now, she is to undergo a forensic evaluation today (Tuesday), with a final report due in a couple of weeks. Inmate Terrill Thomas died of dehydration when water was shut off to his cell.
