The former director of the Manitowoc Public Library has been fined over two thousand dollars on two misdemeanor charges of theft by fraud. Cherilyn Stewart was sentenced Friday in a hearing in Manitowoc county circuit court by Judge Jerilyn Dietz. Stewart had pleaded no contest to the charges. She was fined $500 on each charge plus $1200 in restitution. Stewart resigned as library director after it was discovered that she had falsely created library accounts to artificially increase the library circulation figures. That led to the county paying for bogus circulation outside the city limits. The misdeeds were found to have begun in 2014, and charges were filed against Stewart in December of 217. Judge Dietz said she felt that Stewart’s history and witnesses to her character caused her to believe there would be no benefit from the defendant being put in jail or on probation.
