The jail supervisor who had the water turned off in a mentally ill inmate’s cell will face a felony charge. That inmate died of dehydration. Kashka Meadors could be sentenced to more than three years in prison if she is convicted. Meadors seemed headed toward entering a guilty plea before she changed her mind and requested a trial Wednesday. During an April inquest, she said she had the water shut off in 38-year-old Terrill Thomas’ cell because he had flooded the space by clogging the toilet. Three jail employees are facing criminal charges in Thomas’ death.
