A collapsed storm sewer main on State Hwy. 42 near the Roosevelt Avenue intersection in Two Rivers has caused the closure of northbound lanes of the roadway at Columbus Street. North bound traffic on 42 or Memorial Drive from Manitowoc is being detoured via Columbus to State Highway 310. The area near Roosevelt Avenue will be excavated for repairs today with the hope by city and county officials to have that section restored and re-opened to northbound traffic by this Friday. The failure discovered yesterday is adjacent to the pipe segment that collapsed, and was replaced last December, just beyond the highway shoulder, beneath Mariners Trail. A video inspection at that time showed the pipe upstream of the repairs under the roadway to be intact. The city had planned to strengthen the four foot in diameter pipe, installed in the mid 1930’s, with a plastic liner this construction season but the work had not yet taken place. The most recent failed pipe is to be replaced with concrete pipe extended to the center median. The storm sewer pipe under the south-bound lanes and shoulder will be replaced soon, as early as next week, according to City Manager Greg Buckley. He added the city is working with the Manitowoc County Highway Department and Wisconsin Department of Transportation to address the matter.
