Charges of intoxicated use of a vehicle and second-degree reckless injury have been filed against the driver of a vehicle which hit an R-O-T-C instructor, then backed up and ran over him, pinning his legs. Sixty-seven-year-old Cornelius McShane admitted to drinking beer and taking a prescription narcotic before the Milwaukee accident on the Fourth of July. Military instructor Stephen Randall was riding his motorcycle when he was hit. Passers-by worked with firefighters to get him free. The extent of his injuries hasn’t been released.
