A 29-year old man, who most recently has been living in Manitowoc, was arrested by city police early yesterday morning on charges of possession of drug paraphernalia & felony bail jumping. A police officer patrolling the southside about 1:30am noticed a motorist cross the centerline on two occasions while traveling in the 1300 block of Marshall & the 900 block of S. 11th Street. The officer activated his emergency lights and made a traffic stop on Washington Street where he recognized the man from past contacts. When the driver showed significant impairment during a field sobriety test, he was apprehended for first offense-operating while intoxicated. A drug influence evaluation revealed, in the officer’s opinion, that the operator was under the influence of the drug category of narcotic analgesics (painkiller). A records-check indicated the subject had an active case for drug charges of methamphetamine & heroin possession, both as a repeater.
