A legendary Milwaukee civil rights leader is getting a street named after her. A unanimous decision was made to change downtown’s 4th Street to Vel R. Phillips Avenue. She was the first African American woman to graduate from U-W-Madison’s Law School and the first female judge in Milwaukee. She died on April 17th at the age of 94.
