When the hair of a three-year-old Eau Claire child tested positive for meth, her mother was charged with child neglect. Thirty-six-year-old Kerry Louise Rauscher could spend up to nine months in prison if she is convicted. Chippewa County Human Services agents showed up at her home in Bloomer after receiving a report that an over-the-counter test had produced a similar result on one of Rauscher’s children. County agents also determined the home wasn’t a safe place for children to live. Investigators say Rauscher initially denied using drugs, but a urine test was positive for several chemicals.
