Former Manitowoc Public Library Director, Cherilyn Stewart, pleaded not guilty to the four felony charges of identity theft she is facing from a 2016 case. Stewart allegedly created around 23,600 false accounts at the library since 2014. According to reports, she used information from four people who live in Manitowoc County or used to live in Manitowoc County. While Stewart did not benefit financially, the County sends a check yearly to Manitowoc Public Library based on the percentage of people outside city limits using the library, and there is a two-year lag between the time the materials are returned to the library and the time the check is sent out. Each count of identity theft carries a punishment of up to six years in prison, a fine of up to $10,000, or both.
