Representative Paul Tittl of Manitowoc saw his bill laying the groundwork for pyrolysis and gasification facilities to open throughout Wisconsin, pass the Assembly. Pyrolysis is a process that decomposes waste material by using high temperatures, while gasification converts organic- or fossil fuel-based carbonaceous materials into carbon monoxide, hydrogen and carbon dioxide. Currently the plastics are being thrown into landfills. Tittl was very excited to see Wisconsin take a step in the right direction ecologically, saying “The Assembly rightly pledged its support behind new, exciting processes that will put Wisconsin at the forefront of innovative recycling technology.” The bill can now be scheduled for a vote before the full Senate.
Tittl also saw another bill he wrote pass the Assembly Health Committee. The bill improves the availability of psychiatric care across the state by providing an income tax deduction to new psychiatrists. With the shortage of psychiatrists in Wisconsin, Tittl stated “The passage of this bill indicates legislators are open to having a meaningful discussion about our options to improve the availability of mental health services to constituents throughout the state.” The bill is now available to be scheduled for a vote before the full Assembly.
