An expert witness has told the court a Brown Deer police officer shouldn’t have shot an unarmed man in the back during a confrontation in 2016. Officer Devon Kraemer is charged with aggravated battery and Emanuel Kapelsohn is qualified as an expert on the use of force. Kapelsohn testified video of the incident shows Manuel Burnley was clearly resisting arrest, but says shooting him in the back was a case of unreasonable use of force. Burnley survived and wasn’t charged. He had been involved in a confrontation with a Milwaukee County Transit System bus driver before police were called.
