Less than a week before the man once known as the “Halloween Killer” is to walk free, the Wisconsin Department of Justice is asking a judge for a civil commitment. Gerald Turner is scheduled for release from prison next Thursday. He has spent more than four decades behind bars for the sexual assault and murder of his nine-year-old neighbor, Lisa Ann French. The state asked a Fund du Lac County judge to commit Turner indefinitely as a sexually violent person. He would be detained until a hearing on the matter is held.
