The O-I-R group starts with praise for M-P-D for its diversity, training programs and commitment to restorative justice programs. Its authors say Madison police have some work to do in the area of community relations — especially how it handles critical incidents like officer-involved shootings. Madison police are accused of getting defensive, reacting with hostility to being questioned and vigorously defending each involved officer’s decision to use deadly force. The city paid 400-thousand dollars for the examination of the department’s policies and practices.
